How can i make a fast casting staff perfect. ATM my staff is...

Replace the Enchanting and Adept mods with 20% versions, not 19%, and it will be perfect.

Depending on what you use it for, there might be better mods to use.

Swift head, 10% HCT inscription, 20% enchants wrap

Generic staff, kinda bad but you're kinda stuck with a FC staff.

20% skill recharge staff bonus, 20% hct head and inscriptions, 20% enchant wrapping.
i cant see your img but if you have that its an ideal staff with perfect mods.
edit: oh, and unless you have some kind of fast casting linked enchantment on your bar get a diff attribute staff.
